The McKeesport Housing Authority (MHA) is issuing a competitive Request for Proposal (RFP) for qualified firms to provide Fee Accounting Services. See Exhibit A for a detailed scope of work.

Obtaining the RFP

To obtain the RFP package, please contact Steve Bucklew at (412) 673-6942 ext. 102 or email sbucklew@mckha.org. There is no cost for requesting a package.

Questions

Any questions or requests for further information or clarification must be directed to Steve Bucklew in writing, either through US mail (please use certified mail) or email sbucklew@mckha.org no later than 5:00 pm EST on March 28, 2025.

Submission Deadline

Sealed proposals, in accordance with conditions defined in the RFP, must be received via USPS Certified mail, overnight delivery services (UPS, Fed Ex, etc.) or hand delivered to the MHA Central Office no later than 4:00 pm EST on April 15, 2025 at the address below. All submissions will be date stamped upon receipt. No submittals will be accepted after this time. Faxed or emailed submittals will not be accepted. Please submit three (3) copies of the proposal, with the exception being the HUD #5369-C and Section 3 Certification forms, only one copy is needed of those forms. Women and Minority owned businesses are strongly encouraged to submit a proposal.

No proposals shall be opened before the submission deadline. If a Firm has submitted a proposal in error, the original proposal may be picked up and resubmitted before the submission deadline. Submissions will not be publicly opened. It is the responsibility of the Firm to indicate which parts of the RFP are “confidential” or “proprietary,” as bid documents are considered public records, subject to inspection upon written request.

Evaluation

MHA expects to select the Firm that is best qualified to provide the services described in this RFP based upon the evaluation criteria set forth in the RFP. MHA reserves the right to waive any information or irregularities in submittals, or to reject any and/or all proposals. MHA may also award this contract to multiple firms who specialize in specific financial analyses requested herein.

Agency Plan – Public Hearing 12.24.24

McKeesport Housing Authority

The Housing Authority of the City of McKeesport invites you to attend a public hearing on its Agency Plan.  The hearing will be held on December 24, 2024 at 8:30 a.m. at the office of the Housing Authority located at 2901 Brownlee Avenue, 2nd floor, McKeesport, PA  15132.  Interested parties are cordially invited to attend and participate in the public hearing.

The Agency Plan identifies the needs of lower income households that are served by the Housing Authority’s Section 8 Rental Assistance Program and the Public Housing Program.  The Agency Plan sets forth a strategy to address identified needs and identifies various operational and management measures that will be used to implement the Plan.  The purpose of the Plan is for the Housing Authority to demonstrate how it will conduct its operations in a manner that is consistent with the Quality Housing and Work Responsibility Act of 1998.  Draft copies of the Housing Authority’s Agency Plan are available for public inspection until December 31, 2024 at the Housing Authority’s Administrative Offices located at 2nd Floor, 2901 Brownlee Avenue, McKeesport.

The Housing Authority will accept written comments on the Agency Plan until December 31, 2024. Written comments or questions may be submitted to the Housing Authority of the City of McKeesport, Family Service Center – 2nd floor, 2901 Brownlee Avenue, McKeesport PA.

 

Flooring Replacement: Invitation For Bid

Gymnasium Flooring Replacement

 

The McKeesport Housing Authority will receive sealed Bids for Harrison Village Recreation Center Gymnasium Flooring Replacement located at 1214 Market Street, McKeesport, PA 15132 until December 13, 2024 at 10:00 a.m.  Bids may be delivered/mailed to McKeesport Housing Authority, 2901 Brownlee Street, Second Floor, McKeesport, PA 15132.  Bids received after this time shall not be accepted.  Bids shall be opened and read aloud thereafter.

Bid Documents are being distributed, with twenty-four hour prior notice, by Ditto, 1020 Ridge Avenue, Pittsburgh, PA  15233, phone (412) 231-7700.  All prime bidders are required to buy the full set of plans and specifications.  No documents will be distributed until payment in full plus tax and shipping (non-refundable) payable to and received by Ditto.  Free examination of said documents is available at the office of Canzian/Johnston & Associates LLC, Pennsylvania Builders Exchange and Dodge Data and Analytics.

A Pre-Bid Conference will be held at ​​​​​​11:00 a.m.​​​​​​ on ​​​​​​December 3, 2024​​​​​​ at ​​​​​​Harrison Village Recreation Center​​​​​​.

Proposals must be upon the forms furnished by the Authority and must be accompanied by a certified check or bank draft, payable to the ​McKeesport Housing Authority​, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the Bidder and an acceptable surety, in a dollar amount equal to ten percent (10%) of the total bid.

Flooring Contract

Attention is called to all respondents that all applicable Equal Employment Opportunity requirements for federally assisted contracts must be complied with. This includes strict compliance with Executive Order 11246, as amended (establishing a goal of 6.9% for female employment and 5% minority employment); Nondiscrimination; Executive Order 11625, Minority Business Enterprises; Executive Order 12138, Women Business Enterprise; Section 3 of the Housing and Urban Development Act of 1968; Civil Rights Act of 1964; and Minority Business Participation.

Notice is hereby given that, because this is a Section 3 project, the successful bidder must, to the greatest extent feasible, use project-area businesses located in or owned in substantial part by, local residents, and to direct newly created employment/subcontracting opportunities to Section 3 residents. Any qualified Section 3 business may make written request to the Authority or Canzian/Johnston & Associates, LLC to obtain a list of all potential bidders in order to facilitate their ability to make their services known to these potential bidders.

Bidders are hereby notified that this project is subject to federal prevailing wage rates; the minimum salaries and wages as set forth in the Contract Documents must be paid on this project.

The Authority reserves the right to reject any or all bids and to waive informalities in the bidding, and to consider the competency and responsibility of the Bidders in awarding the contract.

No bid shall be withdrawn for a period of 60 days subsequent to the opening of the bids without the written consent of the Authority.
